Welch Principal Jurisdictional & Behavioral Expectations Statement This handbook is an extension of board policy and is a reflection of the goals and objectives of the school board. The board, administration and employees expect students to conduct themselves in a manner fitting to their age level and maturity and with respect and consideration for the rights of others. Students are expected to treat teachers, employees, students and visitors with respect and courtesy. Students may not use abusive language, profanity or obscene gestures or language. This handbook and school district policies, rules and regulations are in effect while students are on school grounds, school district property or on property within the jurisdiction of the school district; while on school-owned and/or school-operated buses or vehicles or chartered buses; while attending or engaged in school activities; and while away from school grounds if the misconduct directly affects the good order, efficient management and welfare of the school district or involves students or staff. School district policies, rules and regulations are in effect 12 months a year. A violation of a school district policy, rule regulation or student handbook may result in disciplinary action and may affect a student's eligibility to participate in extracurricular activities whether the violation occurred while school was in session or while school was not in session. Students are expected to comply with and abide by the school district's policies, rules, regulations and student handbook. Students who fail to abide by the school district's policies, rules, regulations and the student handbook may be disciplined for conduct which disrupts or interferes with the education program; conduct which disrupts the orderly and efficient operation of the school district or school activity; conduct which disrupts the rights of other students to maintenance of a disciplined atmosphere. Disciplinary measures include, but are not limited to removal from the classroom, detention, suspension, and expulsion. Discipline can also include prohibition from participating in extracurricular activities, including athletics. The discipline imposed is based upon the facts and circumstances surrounding the incident and the student's record. The school reserves and retains the right to modify, eliminate or establish school district policies, rules, regulations and student handbook provisions as circumstances warrant, including those contained in the handbook. Students are expected to know the contents of the handbook and comply with it. Students and parents with questions or concerns may contact the office for information about the current enforcement of the policies, rules, regulations or student handbook of the school. Students must adhere to High School behavior and dress policies. Middle school/junior high students are not welcome. Students leaving the dance (building) will not be permitted to return. All school dances must be approved prior to the date of the dance with the administration. All dances will end by 11:30 p.m. Lockers and Bookbags Student lockers and locks are the property of the school district. Students may use these lockers as a convenience. MVHS retains a record of all locker assignments as well as locker combinations. Lockers may be periodically inspected for cleanliness or storage of illegal items: i.e. drugs, alcohol, weapons, or stolen property. Illegal material found in a locker is presumed to belong to the student(s) assigned to that locker. The student(s) are subject to disciplinary action. The school is not responsible for any items that may be missing from your locker. Please keep your locker locked at all times. DO NOT KEEP MONEY OR VALUABLE ITEMS IN SCHOOL LOCKERS. Book bags are subject to periodic inspection by school officials if reasonable suspicion exists. Assemblies Assembly programs are planned for the education and entertainment of the student body. Students entering the assembly should find a seat quickly. All school rules apply to the assemblies, including the cell phone policy. Positive conduct and respect are expected at all times. Telephone Use The telephones in and by the office are for business purposes and emergencies. Only in an emergency will a student be called out of class. Students will be notified of calls after class. Students are not to be released to make personal calls. Reporting Illness or Injury All injuries, illnesses, or personal injury problems should be immediately reported to the teacher. If you are ill and unable to attend class, report to the office immediately. At that time the parent will be called. Every opportunity to expedite and provide appropriate care will be given. A trained EMT is on staff. Posters All posters, signs and displays for the hall must have prior administration approval before being displayed. Materials not approved will be removed. Visitors All visitors to the school must report to the office and will be given a name tag. No student is allowed to bring friends or relatives to school. Unauthorized visitors will be requested to leave the grounds. Violators will be referred to the local law enforcement agency. ACADEMIC INFORMATION Access to Student Records 1. A student's records may be previewed by a student's parents, guardians, or by a student if they are at least 18 years of age. BUILDING A CLASS SCHEDULE AND CLASS CHANGES Students, when preparing a schedule of classes for next year, please keep in mind that your decisions drive the creation of the Master Schedule. Therefore, please be very careful in the selection of the classes you request. The number of classes offered are based on the number of requests from the students. Class changes become an expense to the school and in order to discourage changes a fee charge is being instituted. Many of our classes require more preparation and financial support in order for us to be able to offer them. If you select any of these classes there will be a $50.00 penalty for withdrawing from these classes. We want each of you to be serious about your education and select the classes that will best prepare you for the future. We will try everything within our means to provide you with that education. The following classes being dropped will result in the $50.00 penalty being required: 1. All AP classes 6. Spanish 2. Chemistry 7. German 3. Physics 8. Honors Classes 4. Pre-Calculus 9. Physiology 5. Calculus 10. Psychology All other class changes will result in a one time fee of $10.00 for each trimester in which changes are made. Please keep in mind that all class changes must be completed within the first two weeks of any trimester. Seat time is required to be given credit for a class. Any changes made beyond the two week grace period will result in an "F" grade being recorded on your transcript for that class. This policy is typical of all schools and colleges. You simply can not jump into and out of classes at any time. Any of the above class changes must be approved by the principal. Class Fees Classes in art, agriculture, auto, band, drivers ed., technology, and photography may carry a lab fee. The fee is designed to defray the expenses of classes which use a great deal of consumable materials. Fees must be paid within the first two weeks of class or a schedule change may be initiated. Grading System Marsh Valley's grading system is as follows: A 4.000 C- 1.667 A- 3.667 D+ 1.333 B+ 3.333 D 1.000 B 3.000 D- 0.667 B- 2.667 F 0.000 C 2.000 Other grades used may be "I" for incomplete. Students need to work with individual teachers to take care of this. Honor Graduates "Graduates with Highest Honors" shall consist of those students maintaining a grade point average of 3.9 or above for their four years of high school. "Graduates with Honor" shall have maintained a grade point average of 3.7 or above. Special recognition will be given to these students in the graduation program at Commencement Exercises. Guidance and Counseling A counselor is available to assist students in many ways including: 1. Helping to solve problems you might encounter at school. 2. Career and college planning. 3. Applying for college and vocational scholarships 4. Choosing a college, vocational school, or military training program. 5. Planning your high school schedule. 6. Class changes. 7. Registration and preparation for college entrance examinations. 8. Personal problems 9. Group counseling 10. Crisis counseling 11. Parent conferences Media Services The media center has been established for quiet study and reference work. The library is available to all students. Books loaned may be kept for two weeks and are renewable for a second two week period. Overdue books result in student fines (5 cents per day). Reference books such as encyclopedias, dictionaries, etc. should not be taken from the media center. STUDENT ACTIVITIES Activity Cards All students are expected to purchase the $30 activity card which provides free admission to all regular season home athletic contests. It is also a requirement if you plan on being involved with any of the school activity programs. All students must show their activity card at all athletic activities and dances. Students participating in Activities Students who participate in Idaho High School Activity Association sponsored activities must have passed from a previous grading period, a minimum of 5 classes (not counting release time) in order to participate. If a student wanting to participate, has 4 passing grades from the previous grading period, he/she must makeup the failing grade via on line/correspondence etc. The class taken must be the same content matter as the class failed. Student must complete and have a passing grade in the class before they may participate in contests. Students need to maintain a cumulative GPA of 2.0. If student does not have a 2.0, a graduation plan must be place and monitored to insure student remains on track to graduate with his/her graduating class. At discretion of coach or advisor grading rules may be stricter than state guidelines. Students must also have on file a signed doctors physical before the first day of practice. Transportation fees per year are $60 (first sport), $40 (second sport) $20 (third sport) or $220 for family. In order to practice or play in a game, a student must be in attendance one-half day unless he/she was cleared through coach or principal. Organization/Class Funds All funds of each class or organization are deposited in the high school account immediately upon acquisition and are credited to the proper organizational account. All organization funds belong to the organization not to the individual students. Expenditures from all such funds will be on official high school checks with appropriate signatures. This will be done only after receipt of an appropriate invoice and purchase order with appropriate signatures. Purchase orders can be picked up at the high school office. Trips All organizations requesting overnight travel must submit a request to the school board subject to the following regulations: 1. All requests must be submitted in writing and signed by the principal. 2. These written requests should include all the following information: a. dates of travel b. method of transportation c. names of chaperones d. names of all students e. outline of activities f. financial summary Requests should be at the district office one week prior to the scheduled board meeting. Fund-raising All fund raising by school groups must be approved by the administration. No student or sponsor is authorized to make any contracts or agreements with a salesman or vendor without approval from the administration. While fund raising is at times necessary, it is believed that the school has a responsibility to the community to keep such activity at a proper level. STUDENT ATTENDANCE Attendance Policy Students are expected to be in attendance every day of school. Students who are in school every day do better in school than those who don't attend regularly. Students are encouraged to be in attendance at least 90% of the time that the subject is being taught. Absences from class for any reason, other than school sponsored activity or parental excuse, shall be counted when the percentage of attendance and consequent eligibility for credit is calculated. If a student is absent it is their responsibility to see that a phone call or a visit from a parent/guardian excuses them. Students not meeting the 90% attendance requirement may not receive credit even though their grades are passing. 90% under a 4 day week is defined as: 12 weeks x 4days = 48 days. 48 days x 90% = 43.2 days of attendance. 5 days of unexcused absences, the student will be considered for denial of credit. A student is absent if he/she misses more than 10 minutes of class. The High School Multi-Disciplinary Team will monitor student absences. Once a student is checked out they may not be on campus. Truancy A truancy is an absence without the permission of the parents or school. Single class period skips will also result in a truancy. A student who leaves the school grounds without checking out through the office will be considered as truant. Students writing notes for other students will be disciplined. Upon the first truancy, a conference will be held with the parents/guardians and 1-2 hours of community service will be given. Upon a second truancy, the student will attend truancy school and be required to pay the cost of the class. Any additional truancy students will be referred to the courts and maybe suspended by administration. Tardies A tardy will result when a student is not in their assigned place, when the tardy bell rings. Any time a student enters a classroom tardy, causes a disruption in the learning environment. Tardies will be given the first 10 minutes after the tardy bell rings. Those that are more than 10 minutes late will be marked absent. If a student knows that a situation will arise with a locker, restroom visits etc., check with your teacher first. If you are detained by a teacher/counselor/administrator for less that the first ten minutes of class the teacher/counselor/administrator may excuse you with a written note. If you are more than 10 minutes late you will be marked absent. Students have five minutes between classes. In extreme locations such as auto, performing arts or math building the teacher may allow you and extra minute or two. This should be worked out with the teacher at the beginning of the trimester. All teachers should hold their students in class until the dismiss bell rings. Consequences 1st Tardy: Teacher warning 2nd Tardy: Teacher warning. 3rd Tardy: ½ hour teacher Detention 4th tardy 1 Hour of school Detention. 5th tardy or more: 1 Day Out of school suspension and "0": on all work. Detention is defined as supervised time (Before school, after school or during lunch). Detention may be, but not limited to, supervised study time or community service. Detention time is set up by the teacher or administrator within a reasonable time of the violation. Failure to comply with discipline action within a reasonable amount of time or continued violation will result in moving to the next step in the ladder of progression. Excessive violations (five or more) in one class or (five or more) in several classes may result in being cited for habitual truancy and suspension. STUDENT BEHAVIOR EXPECTATIONS Bus Privileges Good behavior on buses is essential in order for student safety to be maintained. Students who violate the rules or misbehave on buses may lose bus riding privileges. All referrals of high school students for bus infractions will be written up by the bus driver, a copy sent to parents, and a copy to the administration. Students may be deprived of bus transportation for a specific period of time or for the remainder of the school year at the discretion and direction of the school administration and the bus supervisor. Students traveling To Out-Of-Town Contests Students traveling to out-of-town contests as a member of an extracurricular team, or any other school sponsored organization must use the transportation provided by the school in order to participate. Students riding buses to school activities are required to return on the bus unless the parents request to the advisor that their child ride home with them. Fighting Students engaged in fighting at school or at any school function may be suspended and a parent conference shall be held. Any fighting may result in criminal charges being filed by the victims and the school. When a fight or disturbance during school hours or school activity takes place off school property, the resource office will issue criminal charges for disorderly conduct, assault etc. Every student is entitled to a safe and enjoyable experience at school. Behavior at Games Students are expected to show good sportsmanship at all activities. No face painting, artificial noise makers, or taunting of players will be tolerated. Violators may be removed by the administration. Student Dress and Grooming Students shall dress in a manner that shows respect for the educational environment and is befitting the day's activities. Student's clothing and jewelry must not present a health or safety hazard or distraction, which would disrupt the educational mission. Disruption is defined as reactions by other individuals to the clothing or adornment, which causes the teacher/administrator to lose the attention of the students, to modify or cease instructional activities, or deal with student confrontations or complaints. 1. Items that disrupt the educational mission shall not be allowed. Personal items such as clothing, paraphernalia, jewelry, backpacks, fanny packs, gym bags, water bottles, etc. shall be free of writing, pictures, or any other insignias, which are crude, vulgar, profane, violent, or sexually suggestive. 2. Items which bear advertising, promotions and likeness of tobacco, alcohol, or drugs or which are contrary to the educational mission shall not be allowed. 3. All students shall maintain their hair, mustaches, sideburns, and beards in a clean, well-groomed manner. Hair, which is so conspicuous, extreme, odd in color or style that it draws undue attention, disrupts, or tends to disrupt or interfere with the learning atmosphere at the school, shall not be allowed. Hair, male or female, must be groomed so that the hair does not obstruct the students eyes. Violators will be asked to fix their hairstyle and could be disciplined. 4. All students shall wear clean clothing. Clothing, jewelry, accessories and piercing, which are so conspicuous, extreme, or odd that they may draw undue attention, disrupt, or tend to disrupt, interfere with or pose a health or safety issue to the learning atmosphere at the school, shall not be allowed. 5. Students shall not wear clothes that are mutilated, cut off or immodest. E.g., short shorts, mini skirts, bare midriffs, halter-tops, spaghetti straps, tank shirts, pajamas, or similar clothing. Clothing shall cover the midriff, underwear, backs, and cleavage at all times. Skirts, dresses and shorts must be at least mid-thigh length or longer when seated. Pants should be pulled up. No low riders. No underwear showing. 6. Parts of uniforms with official insignias (not emblems) or insignias alone representing any branch of the U.S. Armed Forces or insignias that do not reflect the dignity of learning, modesty, and the principles of education are not to be worn. 7. Headgear (hats, headbands, hoods etc.) of any kind is not allowed within any of the school buildings 15 minutes before school, during school and 15 minutes after school except as part of an approved activity, or for religious, or medical purposes. 8. School officials may require students to wear certain types of clothing for health or safety reasons in connection with certain specialized activities. 9. Gang-related clothing, colors, scarfs, and paraphernalia shall not be allowed in schools or activities. School officials will determine what constitutes gang clothing, colors, and paraphernalia after consultation with law enforcement agencies as needed. 10. Shoes shall be worn at all times to insure personal safety and hygiene. Student Safety Precautions Marsh Valley High School and School District are legally responsible for the safety and care of its students while on school grounds during the school day and at all school functions. 1. Students are required to sign out at the office before leaving school for any reason and must have a visit or call from a parent/guardian stating their approval for the student to leave school. 2. Students will not be allowed visitors from outside the school domain during school hours unless prior approved arrangements have been made and with appropriate identification. 3. Messages to students will be passed on at a convenient time and in a relevant manner. 4. Because of liability and safety necessities, skateboards, roller blades, roller skates, squirt guns, and water balloons are not allowed on campus. Snowball throwing is also not allowed. 5. No hackee sacks are allowed in the building. 6. Student visitors are not allowed. Lunch Room All lunches are to be eaten in the lunch room. We expect students to help keep the campus clean and free of litter. Computer Use We are excited to have the Internet available to students for research. It has opened the world to MVHS students. Unfortunately, there are sites on the Internet that are inappropriate for students. We have in place software that does not allow students into improper areas. Even with these in place students can sometimes find ways around the software. If a student finds themselves in an inappropriate area they should notify the teacher immediately so a block can be placed on that site. There will be no discipline action. Software allows us to track every students areas of use. If a student is found otherwise to be in an inappropriate area they will be disciplined: First Offense: Suspended for up to 5 days from school, no Internet access for 60 school days at MVHS, and dismissal from class with an F grade. Second Offense: Suspended for 5 days, no Internet access at MVHS indefinitely, and dismissal from class with an F grade. Third Offense: Suspended for 5 days, recommended to the school board for expulsion. We are serious about doing our part to ensure that students have a good experience on the Internet and disciplining those few students that choose to use it for other inappropriate purposes. Student Conduct We are proud of the students at MVHS; however, at times students for one reason or another find the need to conduct themselves in a manner not acceptable to the school. Our goal is to provide an atmosphere where all students can adhere to the idea that "Students have a right to learn; and Teachers have a right to teach." MVHS and school district. Policy states that :1. Using, possessing, selling, giving, or being under the influence of illegal drugs including alcohol, and/or possession of drug paraphernalia will result in the suspension, expulsion, and/or legal action. 2. Physical or verbal abuse on another student, visitor, or school employee will not be tolerated 3. Smoking, use or possession of any tobacco product or facsimile is prohibited on campus. Students in violation will be referred to authorities and charges filed. A parent conference will also be held. Second offense will result in suspension, parent conference, and citation from the police. 4. Disobedience, disrespect, or open defiance of proper authority will not be permitted. Any student who disrupts the learning environment will be referred for proper disciplinary action. 5. Vandalism, the willful destruction or defacing of school or other's personal property will not be tolerated. Violators will be subject to suspension, expulsion, restitution, and/or legal consequences. 6. Tampering with the emergency systems of any kind is against the law. Violators will be referred to appropriate legal authorities and suspended. 7. Scholastic dishonesty, which includes, but is not limited to cheating, plagiarism, or unlawful copyright violation, as well as presenting work done by someone else as original. Also, included would be tampering with any school files, grades, or programs on teacher's computers in an unauthorized manner.(Students should be aware of their teacher's policies relative to scholastic dishonesty). 8. Engaging in verbal abuse, i.e. name calling, ethnic or racial slurs, sexual harassment, threats or any derogatory statements addressed publicly to others that may precipitate disruption of the educational environment. This also includes profanity, vulgar language, or obscene gestures toward other students, school personnel, general public, or visitors during school time or activities will not be tolerated. Both federal and state laws prohibit sex discrimination in employment and in school. Sexual harassment is "unwanted sexual conduct which interferes with your ability to do your job" It can be Visual, such as displays of pornographic material. Sexually suggestive pictures or objects, which are displayed in a work (school) often embarrass or humiliate employees (students). These displays focus on men or women as sexual objects rather than as people capable of accomplishing work. 9. Physical or verbal hazing or initiations of any kind is forbidden. 10. MP3 players, IPODS, or headsets are not allowed for student use unless teacher approval . Such items will be confiscated and returned upon parental request if used without teacher approval. 11. .Public Display of Affection: Anything beyond holding hands is not appropriate for the school setting including school hours, entire campus, and school sponsored activities. First offense will be an administrative warning. Second offense will be an administrative meeting and parent conference. Third offense will result in suspension from school. 12. Student hall passes are provided in the back of this book. In order for the student to leave class, the teacher must fill out and sign that page in the appropriate spot. If the student does not have his/her own handbook for the teacher to sign, the student must stay in class. Students are allowed twelve passes per trimester. After twelve passes are used, the student will not be allowed to leave class. Students on office or teacher errand must have a school provided hall pass. Students are not allowed to interrupt classes in session. A student found outside of class during class time without a signed handbook or without a school hall pass will be given a verbal warning and immediately sent back to class. Each offense will be reported to the office. On the second offense and every offense thereafter, the student will receive in-school suspension. 13. CELL PHONE POLICY A. Students may possess cell phones while in school and at school activities. All devices will be turned off, not used and out of site during regular class time which includes assemblies and meetings. This includes texting. B. Students may use cell phones between class times and during their lunch. C. Cameras and other devices with photography capabilities will not be in view of others or used while a student is in a restroom, dressing room, classroom or any other location where photography may be inappropriate. D. Any inappropriate use of cell phones or other devices to threaten or harass other students or school employees or cheating will result in immediate confiscation of the device. Law enforcement will be notified and in-school or out of school suspension will also be given. E Cell phones and other devices that are confiscated for inappropriate use at school may be searched and information stored in the devices may be used in disciplining students. MVHS's Consequences for use of cell phones, pagers, devices containing cameras and other electronic devices. No warning will be given. Cell phone or device will be confiscated and taken to the office. Cell phone will be held in the office for 7 days and then returned to the student upon student request. If a student wants to receive the device back prior to the seven days, student will pay $20 cash to the office, receive a receipt and shown to the principal and phone will be returned. Otherwise student may pick up phone after 7 days. No exceptions to this policy. Money received from the policy will be used in student incentive programs. If student will not turn over the device intact to the school official asking for it, an immediate suspension for insubordination will be given by the principal. Students may not turn in dummy devices with battery or memory card removed. If this occurs student will be suspended for insubordination. Student losing device because of #5 could face criminal charges, suspension and/or expulsion. Student could also lose cell phone privileges for remainder of the school year. 14. The administration may when necessary recommend suspension and/or expulsion for a student who during school or any school sponsored activity or on any part of the school campus : ** Commits any act which is in violation of the law. ** Commits extortion or forcing of an individual to act through the threat of force. ** Commits behavior which is detrimental to the welfare, safety, or morals of other students, or school personnel. ** Commits lying or giving of false information to a school employee. Weapons Marsh Valley School District has a "Zero Tolerance" for students who bring to school, or onto school property, or to any school sponsored activity, or has in their possession during school or a school activity a: firearm, knife, dagger, metal knuckles, or other deadly or dangerous weapons. Students in violation of this policy will be expelled according to school policy. In addition, any student who threatens or harms any other student or school district personnel will be recommended for expulsion of not less than one year. Any student who possesses a facsimile of a weapon may be recommended for expulsion. Parking Driving a car to school is a privilege. Students shall obey all traffic laws and adhere to school policy. Failure to follow traffic rules and policies of the school will result in loss of driving privileges. All students must park in Performing Arts Center front parking area. No students may have vehicles behind the main building, in front of the main building and the west side of Performing Arts Center (where busses load and unload). |
