Student's Guide to Financial Aid Preparing To Meet College Costs With costs of college and vocational training increasing, many students and their families are finding it difficult to finance these expenses entirely by themselves. That's where financial aid comes in. Many programs are available from the federal government, the State of Idaho, educational institutions, and many private organizations- for which you may be eligible. You also should keep in mind that financial aid is not restricted to students planning to attend college. Students attending vocational or trade school after high school also are eligible for many programs. Financial aid can help cover many of the costs of your education, including tuition, fees and books, as well as on-campus room and board, or standard housing and food expenses if you live off campus. Depending on the type of aid, other expenses also can be covered. Don't be afraid to apply. You don't have to be poor to qualify for aid, although usually you must show that you need additional financial support to pursue your education. The financial aid officer at the school you are planning to attend has information about specific programs offered. The officer can help estimate your educational expenses and put together the best financial aid package for you. Many exciting decisions lay before you. Compliments of Marsh Valley High Counseling Staff Types of Financial Aid Three basic types of financial aid are available to students: Grants or Scholarships: These are financial awards made to students based on financial need, cost of attending, enrollment status or academic achievement. Grants are available from the federal government, the state, and educational institutions. Scholarships are available from the state, educational institutions, and many private corporations and organizations. Some companies or unions offer scholarships to children of their employees or members. Loans: Loan programs enable students to borrow money, usually at lower interest rates, to pay for their educational expenses, these loans must be repaid, and the repayment requirements vary depending on the type of loan. Parents may also borrow and pay education expense for dependent undergraduate students. Work-Study Programs: Colleges find work for many students while they are enrolled in school. These programs are sponsored by the federal government or supported by the school. In either case, students are able to work to help pay for their education. Grants Pell Grants: Pell grants are designed to provide financial assistance to needy undergraduate students. Pell grants are intended to be the "foundation" of a financial aid package and may be combined with other forms of aid to meet educational expenses. You may be eligible for a grant if you are enrolled or accepted for enrollment in an undergraduate course of study at one of more than 7000 colleges, universities, vocational, technical, or career training schools eligible for the program. The amount of your award will be based on the determination of your eligibility and the cost of attendance at a particular institution. The Pell grant is limited to paying 60 percent of the cost of attendance at a post secondary institution. The maximum amount for a school year 2001-2002 was $400 to $3750. The maximum grant amount for 2002-2003 has not been determined. Federal Supplemental Educational Opportunity Grants: The Supplemental Educational Opportunity Grant Program (SEOG) is for students with exceptional financial need who, without the grant, would be unable to continue their education. As in the Pell grant program, the funds must be used by undergraduate students and do not have to be paid back. FSEOG awards may be as high as $4,000 a year, depending upon your need, the availability of FSEOG funds at the school, and the amount of other financial aid you are receiving. Since each school makes its own FSEOG awards, you must apply for the grant through the school itself. FSEOG funds are limited, so it is a good idea to apply as soon as possible. These also do not need to be repaid. Loans Perkins Loans (formerly National Direct Student Loans): The Perkins Loan is a low interest (5 percent) loan to help you pay for your education after high school. These loans are from both undergraduate and graduate students and are made through a school's financial aid office. Eligibility will be based on your financial need, the availability of Perkins Loan funds at your school, and the amount of other aid you are receiving up to $4000. for undergraduate. Stafford Loans (formerly Guaranteed Student Loans): The Stafford Loan Program enables you to secure low-interest loans from participating lenders, such as banks, savings and loan associations, credit unions, and some educational institutions. These loans are insured against default by a guarantee agency in each state and reinsured by the federal government. For new borrowers the interest rate is 8 percent, but rises to 10 percent beginning with the fifth year of repayment . Depending on your need, both subsidized and unsubsidized stafford loans in your first year, and $3,500 in your second year, 3,4, and 5 you can get up to $5500. If you are independent undergraduate you can get up $6625. In your second year $7500 and years 3 and beyond $10,500. The federal government pays the interest on the loan until you begin repaying the loan, and during any authorize period of deferment. Repayment normally begins six months after you leave school or fall below half-time status. You are generally allowed five to ten years to repay the loan and you should contact your lender when you leave school to establish a repayment schedule. Campus Based Program:are administered by the financial aid office at the school. Education funds participating schools annually at a specified level. The school then awards to students following federal guidelines. When funds are spent, for more campus-based aid is available at that school for the year. Therefore, the earlier an eligible student applies, the more likely he or she is to receive available campus based aid. The programs are Federal Supplemental Educational Opportunity Grants (FSE0G) Federal Work-Study (FWS) Federal Perkins Loans William D. Ford Federal Direct Loan Program: enables eligible students and parents to borrow from ED instead of from a bank or other leading institution. This allows borrower to work with a single entity, ED, through its servicing centers when repaying loans or dealing with loan related issues. The direct loan program offers a range of flexible repayment options to meet borrowers' varied financial circumstances. The are four types of direct loans. Federal Direct Stafford Loan (subsidized) Federal Direct Stafford Loan (unsubsidized) Federal Direct Plus Loan (for parents) Federal Direct Consolidation Loans (to combine federal education loan debts) Federal Family Education Loan (FFEL) Programs Funds lent under the FFEL program are provided by banks and other lenders, guaranteed by state agencies and reinsured by the federal government. The FFEL program also offers a variety of loan repayment options. There are four FFELs Federal Stafford Loans (subsidized) Federal Stafford Loan (unsubsidized) Federal Plus Loan (parents) Federal Consoliation Loans (to combine Federal Educator loan debt) Subsidized Loans: are awarded to students on the basis of financial need. The Federal government pays the borrower accrued interest during significant periods, such as when the student enrolled in school, at least half time stop attending school or during periods of deferment, thereby subsidizing these loans. Unsubsidized loans are not based on financial need the borrower is responsible for accrued interest throughout the life of the loan including school grace or determent period. You may choose to make interest payment while in school or you may defer (and accumulate) the interest until repayment Both subsidized and unsubsidized loans are available to students. Plus loans are available to students. Plus loans are available to parents and are always unsubsidized. A student can not borrow from both the FFEL program and the Direct loan program at the same school for the same enrollment period. Similarly a parent cannot borrow from both programs at the same time for the same student. The school the student plans to attend will tell the student which program he or she can borrow from at that school. Plus and Supplemental Loans for Students: PLUS loans are for parent borrowers to provide additional funds for their dependent child's educational expenses. Supplemental Loans for Students, or SLS loans, are for independent student borrowers who are graduate students, independent undergraduates, and in certain limited circumstances, dependent undergraduates. Like Stafford Loans, PLUS and SLS loans are made by a lender such as a bank, credit union, or saving institution. Borrowers do not have a show need, but like all borrowers, they may need to undergo a credit analysis. The maximum loan for both PLUS an sliest is $4,000 per year. The interest rate is variable, not to exceed 12 percent. Effective January 1, 1990, and reviewed annually July 1 through June 30, the maximum loan available is lower for short-term academic programs and SLS loans may not be available at certain schools which have high default rates. Loan Forgiveness Program: The loan forgiveness program was declared by the Idaho Legislature in 1988 to encourage and assist talented graduates of Idaho secondary schools to enroll in Idaho postsecondary institutions for training as teachers or nurses and to pursue careers within the state. You must have graduated from a secondary school in Idaho within the previous two years, must rank within the upper 15 percent of your graduating class or have earned a cumulative GPA of 3.0 or higher, enroll as a full-time student at an Idaho college or university pursuing an Idaho teaching certificate or nursing degree; and you must pursue a career within the state of Idaho for a minimum of two years. Contact the financial aid office at the institution you plan to attend. Work-Study Programs Federal Work-Study: The Federal Work-Study program provides jobs for students needing financial aid. You may apply through your school if you are enrolled as an undergraduate, vocational, or graduate student in an approved postsecondary institution. These institutions arrange jobs on or off campus with public or private non-profit agencies, or with private, for profit companies. In arranging a job and determining how many hours a week you may work under the program, the financial aid officer will take into account your need for financial assistance, class schedule, health and academic progress. The salary you receive is at least equal to the federal minimum wage and can be higher, depending upon the job and your qualifications. As with other campus-based aid, the federal work-study award is set by the institution's financial aid office. Applying for Financial Aid To apply for financial aid, you and your parents will have to fill out an application form, the most commonly used in the U.S. Department of Education's Application for Federal Student Assistance (AFSA). This form is available at your high school guidance counselor's office, the public library, or at the financial aid office of the schools you are considering. The fastest results can be achieved by applying on the web for a free application for Federal Student Aid (FAFSA) http: www. fafsa.ed.gov./ or call 1-800-4-fed-aid (1-800-433-3243) Federal Student Financial Aid There are certain general requirements you must meet to be eligible for federal financial assistance, including: 01 Be a U.S. Citizen or an eligible non-citizen; 02 Have a high school diploma, a GED, or demonstrate the ability to benefit from the program or training offered; 03 have financial need; 04 attend a school that takes part in one or more of the programs; 05 be enrolled as a regular student in an eligible program; 06 be enrolled at least half-time (except for Supplement Educational Opportunity Grants, College Work-Study and Perkins Loans); 07 Make satisfactory academic progress; 08 Sign statements of registration status, educational purpose, refunds and defaults, and updated information; 09 Sign an Anti Drug Act certification Scholarships Idaho Financial Assistance Programs State of Idaho Scholarship Program: The State of Idaho Scholarship Program is for graduating high school seniors who wish to pursue their postsecondary education at an Idaho college or university. It is automatically renewed each year as long as the student maintains a satisfactory GPA. Twenty five percent of these scholarship awards are reserved for vocational students. The scholarship award is $2,650 per year. You must take the American College Testing examination (ACT), be a resident of Idaho, and enroll as a full time student in an academic or vocational program at an Idaho college or university. Sources of Information on Grants To Individuals Foundations, religious organizations, civic groups, and fraternities and sororities also offer funds for undergraduate and graduate study. Contains information on several types of funding sources, including government agencies, public and private foundations, educational and professional associations, special interest organizations and corporations. It covers a broad range of interests, including academic and scientific research, publication support, equipment and construction support, in-service training, competitions and prizes, and travel and exchange. Contains information on financial aid programs offered nationally or regionally, primarily by non-collegiate organizations, as well as information on the National Apprenticeship Program. Upon completion of a four-year course of study, a student receives a B. S. Degree and commission as an Ensign in the U.S. Coast Guard. Candidates are selected on the basis of competitive examinations. College Entrance Examination Board tests must have been already taken to compete for an appointment. Reserve Officers Training Corps [ROTC]: Scholarship assistance is available to qualified students enrolling in either two or four year ROTC programs at participating colleges and universities. Scholarships provide tuition, textbook allowance, lab fees, and a monthly subsistence allowance. ROTC programs require military obligations of varying length after students graduate from college. Requirements vary form program to program, but generally students must by U.S. citizens and high school seniors or college students, at least 17 years of age, and enrolled or planning to enroll at an institution of higher learning where a ROTC program is offered.
